What is Public Housing?
Public housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Public housing comes in all sizes and types, from scattered single-family houses to high rise apartments for elderly families. There are approximately 970,000* households living in public housing units, managed by some 3,300 HAs. The U.S. Department of Housing and Urban Development (HUD) administers Federal aid to local housing agencies (HAs) that manage the housing for low-income residents at rents they can afford. HUD furnishes technical and professional assistance in planning, developing, and managing these developments.
Who is Eligible?
Public housing is limited to low-income families and individuals. An HA determines your eligibility based on: 1) annual gross income; 2) whether you qualify as elderly, a person with a disability, or as a family; and 3) U.S. citizenship or eligible immigration status. If you are eligible, the HA will check your references to make sure you and your family will be good tenants. HAs will deny admission to any applicant whose habits and practices may be expected to have a detrimental effect on other tenants or on the project’s environment.
HAs use income limits developed by HUD. HUD sets the lower income limits at 80% and very low-income limits at 50% of the median income for the county or metropolitan area in which you choose to live. Income limits vary from area to area so you may be eligible at one HA but not at another. The HA serving your community can provide you with the income levels for your area and family size, or you can also find the income limits here on the internet.

In order for us to accurately process your application we need the following items at the time of pre-app. Your pre-app will not be considered complete without all signatures and all items completed as well as all documents listed below. Fill out the documents completely.
PRE-APPLICATION CHECKLIST:
- BIRTH CERTIFICATES FOR ALL MINORS UNDER 18 YEARS OF AGE (we will accept the copy given by the hospital or the certified original)
- Custody papers on child or children under the age of 18 MUST VERIFY PRIMARY RESIDENCE.
- If you are applying on behalf of someone and have the Power of Attorney or Guardianship the documents are needed at the time of the application.
- SOCIAL SECURITY CARDS FOR ALL HOUSEHOLD MEMBERS (if you so not have the SS card, apply and bring the letter verifying that you have applied with the social security number printed on the document and we will use this as proof until you receive your card)
- DRIVERS LICENSE or GOVERNTMENT ISSUED PICTURE IDENTIFICATION (For all members 18 yrs. or older).
HAP uses RentCafe PHA to accept online applications for housing. Once your application has been accepted, you can also use RentCafe PHA to update information on your application.
Applicants will be placed on the waiting lists they choose according to the date and time of their application and their unit size based on family composition. We do not use a preference system. Once an applicant nears the top of the waiting list, they will be contacted by our intake specialist to complete an intake packet. The intake packet will request additional information, such as verification of any income sources, and landlord references. Once the intake packet is completed, applicants are screened, and final eligibility is determined.
It is critical to update your contact information in writing when you have changes. Failure to update contact information could result in removal from the waiting list if we are unable to contact you.
Applicants who apply online will receive communication from us via email. It is important that you check your email often to ensure you don’t miss communication from us. Emails will typically come from cdr@yardi.com.
Pets are allowed in our units but MUST be pre-approved by HAP with a pet deposit paid before being brought into the unit. Some restrictions apply per the Pet Policy.

H.C. Mathis is located across the street from the Paducah Senior Center. There are a total of 28 units and offers 1, and 2 bedroom rental apartments designed for seniors only (62 and older). Tenants pay utilities (water, gas, and electric).
Scattered Sites (North side) are at multiple locations throughout the North side of Paducah. There are 28 duplexes that offer 2 and 3 bedroom rental apartments. Tenants pay utilities (water, gas, and electric).

Dolly McNutt is located on the South side of Paducah off of Bridge Street. There are a total of 52 units that offer 1, 2, and 3 bedroom rental apartments. Tenants pay utilities (water, gas, and electric).
Blackburn is located off of Walter Jetton Blvd. There are a total of 77 units that offer efficiency, 1, 2, 3, 4 and 5 bedroom rental apartments. This complex surrounds the Robert Coleman Spray Park.
Scattered Sites (South side) are at multiple locations throughout the South side of Paducah. There are 12 duplexes/fourplexes with 3 bedrooms each. Tenants pay utilities (water, gas, and electric).
