Basis of determination: HAP consulted with an outside company to develop Public Housing utility allowances and consumption allowances using an acceptable engineering-based methodology which takes into consideration structure type, unit size, and equipment. These allowances are based upon a reasonable consumption of an energy conservative family of modest circumstances and to provide for the basic essentials needed for a living environment that is safe, sanitary and healthful.

Comments may be submitted to your property manager, or by emailing info@paducahhousing.com. The PHA will gather all comments and review them at the close of the comment period. The PHA will respond to comments within 30 days of the close of the comment period. Such written comments will be retained by the PHA and shall be available for inspection by residents.

PROPOSED EFFECTIVE DATE OF IMPLEMENTATION:    January 1, 2024                                                         

*Requests for relief from surcharges for excess consumption, payment of supplier billings in excess of the allowances for resident purchased utilities, may be granted by the PHA on reasonable grounds, such as special needs for the elderly, ill or disabled residents, or special factors, on a case by case basis.   Such relief may be initiated by the verbal or written making of such request as a reasonable accommodation.

NOTICE OF FLAT RENT UPDATES

The PHA has completed its annual review of the HUD approved applicable Fair Market Rent (FMR) for McCracken County and has adjusted our Flat Rents to 80% of the FMR per the requirements in 24 CFR 960.253.

If you pay Flat Rent, your rent will not be adjusted until time for your annual re-examination, beginning with re-examinations scheduled for January 1, 2024.

HOUSING AUTHORITY OF WAITLIST OPENING

The Housing Authority of Paducah will reopen its public housing waiting list on Tuesday, May 16, 2023 at 8:30 am, CST. The online application will be available immediately at this time and applicants will be able to apply 24 hours a day at www.paducahhousing.com/rentcafe-pha. Paper applications will be available for pickup at any of our office locations, but completed applications will ONLY be accepted on Tuesdays of each week at the HAP office at 2330 Ohio St. Paducah KY, 42003 from 8:30 am – 12 pm and 1 pm to 4:00 pm on a first come, first served basis. A sign in sheet will be used to track who is next in line. Only completed applications will be accepted. An application is not considered complete without ID’s and social security cards for adult household members, and social security cards and birth certificates for children under 18, along with the signed application. Applications left in our drop box will not be accepted.

Applicants will be placed on the waiting list according to the date and time of their application and their unit size based on family composition. We no longer use a preference system. Once an applicant nears the top of the waiting list, they will be contacted by our intake specialist to complete an intake packet. The intake packet will request additional information, such as verification of any income sources, and landlord references. Once the intake packet is completed, applicants are screened, and final eligibility is determined.

The Housing Authority recently moved from site-based waiting lists to a single community wide waiting list. Once you reach the top of the waiting list, you will be offered the first available unit that meets the family’s needs. If that unit is refused, applicants will be offered a second unit at the next available site with a unit that meets the family’s needs. If the second unit is refused, the applicant will be removed from the waiting list and may reapply after 6 months.

Pets are allowed in our units but MUST be pre-approved by HAP with a pet deposit paid before being brought into the unit. Some restrictions apply per the Pet Policy.

Rent is calculated based on income. The income limits for public housing by family size are as follows: One person - $39,850. Two people - $45,550. Three people - $51,250. Four people - $56,900. Five people - $61,500. Six people - $66,050. Seven people - $70,600. Eight people - $75,150. These income limits are expected to be updated by HUD soon.

It is critical to update your contact information in writing when you have changes. Failure to update contact information could result in removal from the waiting list if we are unable to contact you.

HOUSING AUTHORITY OF PADUCAH WAIT LIST CLOSURE

Due to a high number of applicants and excessive wait time, effective Friday, September 30, 2022, at 12:00 pm the Housing Authority of Paducah (HAP) will close its waiting lists and stop accepting applications for new residents until further notice. Applications received after this date and time will not be accepted. This closure will have no effect on applicants currently on the waiting lists or applications currently in process.
 

 

UPDATE - Notice to Residents Regarding Coronavirus Prevention - August 2, 2021

The HAP is committed to continuing service to its residents, applicants and customers.

Due to the increase in COVID19 cases in our area our offices are CLOSED TO THE PUBLIC. While our offices are closed to the public, we will continue to serve you via telephone, email or fax. For situations that cannot be handled via telephone, email, or fax, you MUST have an appointment. Please CALL/EMAIL to schedule an appointment (see contact info below). Please leave a message if no one answers.

A few things to note:

  • We are short staffed and doing our very best to assist tenants and applicants as soon as possible.
  • We are working to make our ring doorbells more functional. Until then, they have been taken down. If you have an appointment, please call to let us know you have arrived.
  • We are completing EMERGENCY WORK ORDERS only. You can still call work orders in at the work order request line (270-450-4211) but only emergency work orders will be completed at this time.
  • If you had an Inspection scheduled, please be watching for a call from our Inspector. Inspections will be changed to virtual or rescheduled.
  • As noted previously, we have, and will continue to take Credit/debit card payments over the phone. You can also pay be check or money order using our drop boxes. NO CASH.

HOUSING AUTHORITY OF PADUCAH 1 AND 2 BEDROOM WAIT LIST OPENING

The Housing Authority of Paducah (HAP) will open its 1 and 2 bedroom waiting lists and begin accepting applications for these bedroom sizes on Monday, October 12th, 2020 at 8:00 A.M. Our efficiency, 3 bedroom, 4 bedroom, and 5 bedroom waiting list have remained open during the closure of our 1 and 2 bedroom lists, and will continue to remain open. Interested applicants may apply on our website at www.paducahhousing.com/rentcafe-pha. Paper applications are available in the document storage box located on the front of the office building at 2330 Ohio St, Paducah, KY 42003.  Due to restrictions from the novel coronavirus, we will not accept applications in our office at this time. You may drop completed applications off in the drop box located on the front of the office building located at 2330 Ohio St, Paducah, KY 42003. Applications retrieved from the drop box will be stamped as received as of 8:00 A.M. on the date they are retrieved from the drop box. The drop box will be checked daily during normal business hours except for holidays and weekends. Those requesting assistance for a reasonable accommodation may leave a message for the Intake Specialist at 270-450-4210. Please know that this position is currently vacant, and we will return calls as soon as possible, but not immediately.

The HAP office will continue to remain closed to the public but will OPEN FOR SCHEDULED APPOINTMENTS ONLY beginning July 7th. We ask that you only schedule an appointment if it concerns a matter that cannot be handled via telephone, email, or dropbox. We will continue to take payments over the phone. 
 

UPDATE - Notice to Residents Regarding Coronavirus Prevention - March 26th

The HAP is committed to continuing service to its residents, applicants and customers.

While our offices are closed to the public, we will continue to serve you via telephone, email or fax. The HAP office will continue to remain closed to the public through April 10, 2020 with the possibility of being closed longer, depending on the status of the COVID-19 pandemic.

Residents: if you experience a decrease/increase income, please call your property manager and they will guide you through the steps to adjust your rent.

Emergency work orders will continue to be responded to. Please continue to call in all work orders so they can be addressed after the COVID-19 pandemic concerns have ended.

While evictions are suspended during this time, continue to pay your rent to avoid large amounts due or to avoid eviction after the suspension is lifted. Remember, if you experience a loss or reduction in income, call your property manager ASAP to have your rent adjusted. We are working on accepting payments by phone and will advise everyone when we are able to do this.

The “Smoke Free” Policy remains in effect.

Caution tape is being placed around the playgrounds to increase awareness of social distancing. While we want you to get outside to be able to play, please remember to follow the social distancing guidelines.

Housing Authority of Paducah 1 and 2 Bedroom Wait List Closure

Due to a high number of applicants and excessive wait time, effective Thursday, February 13, 2020, at 3:00 pm the Housing Authority of Paducah (HAP) will close its waiting lists and stop accepting applications for new residents for our 1 bedroom and 2 bedroom units until further notice. This closure will have no effect on applicants currently on the waiting lists or applications currently in process. Those who qualify for an efficiency, 3 bedroom, 4 bedroom, or 5 bedroom units, may still apply at our office, or on our website at www.paducahhousing.com. Also effective Thursday, February 13, 2020, at 3:00 pm our application days will change to Tuesdays and Thursdays from 8:00 am – 12:00 pm and 1:00 pm – 4:00 pm. HAP will no longer give information about an applicant’s position on the waiting list due to the variance in this position and the confusion it causes our applicants. This will allow more time to be spent processing applications and allow us to get applicants housed more efficiently.  

     

Smoke Free Policy

HAP and the Board of Commissioners recently adopted a “Smoke Free” policy that went in to effect April 1, 2018 and will be fully implemented by June 1, 2018. This policy covers all of HAP properties and is meant to encourage a healthier living environment for residents, guests and employees and reduce maintenance costs in unit turn around.
